1 NTPC-TALCHER SUPER THERMAL POWER STATION, KANIHA  Energy  Talcher Super Thermal Power Station of NTPC is a coal based power plant and the ash generated from this power plant is presently being disposed into ash dykes situated at Takua and Derang village of Kaniha Tahasil. Though the height of the ash dykes has been raised to create additional capacity, the ash dyke of Stage-I will be exhausted by March’2017 after the required number of approved raisings. Therefore, there is a urgent requirement for construction of the new ash dyke for Stage-I for which three patches of land have been identified in the villages of Khajuria, Bhujapur and Jharadih in Kaniha Tahasil of Angul district. NTPC has taken maximum care so that minimum agricultural private land is acqired. Administrative approval was accorded by Dept. of Energy, Govt. of Odisha for acquisition of Ac. 507.16 (Pvt. Land Ac.87.48, Govt. land Ac.110.57 & Forest land Ac.309.11) vide approval letter no. NTPC-4/2013/4072, NTPC-4/2013/4063 & NTPC-4/2013/4066 all dated 22.05.2013 respectively. 200

5 OPGC expansion power project 4x660 MW in two phases of 2x660 MW each  Energy  Overview OPGCs expansion project Phase 1 i.e. Unit 3&4 (2x660 MW) is in Construction phase. Land is already in physical possession and all clearances for the power plant have been obtained. EPC contracts for power plant construction have been awarded to M/s BHEL and M/s BGRE in April and July 2013 respectively at a total cost of Rs 5624 cr. NTP was issued to both the contractors in March 2014 and Engineering & Construction is going on in full swing. Erection of boiler has commenced since January 2015 and project expenditure till Jan 2015 is Rs 1115.87 Crs. The project is on track for synchronization as scheduled in FY 2017. Power Evacuation 50% of power to be generated from the proposed capacity addition has been tied up with GRIDCO (Odisha State entity) under a long term power purchase agreement. Balance power will be tied up in future. LTOA agreement has been executed with PGCIL. Financing Financial closure has been achieved with PFC and REC on 23-Nov-2012 and about 10% debt has been drawn as on 31st December 2014. Coal Mine Captive coal mines, i.e. Manoharpur and Dip side of Manoharpur, with a total reserve of 531 MMT were allocated to OPGC in 2007. All major clearances/ permits for Manoharpur Mine have been secured except few permits like Prior Approval from MoC, Coal Controllers permission for mine opening & DGMS permission etc. Entire land for the coal mine has been secured. Merry-Go-Round (MGR) Railroad system: 80% of the land required for a dedicated MGR from the mines to the plant has been acquired, LOI for construction of the Rail road (MGR) has been issued in December 2014. All major permits like environment and forest clearances have been obtained. Area of Concern 1. Mitigation of Long term Fuel Security related to the Expansion power project by allotment of the Manoharpur and Dipside coal blocks to JVC entity i.e. Odisha Coal and Power Limited (OCPL). The Honorable Supreme Court of India, dated 24-Sept-2014, cancelled 204 coal blocks including the Manoharpur and Dip side Manoharpur coal blocks allocated to OPGC which is the biggest risk to the project. Government of Odisha approved the formation of JV Company, Odisha Coal and Power Ltd (OCPL), a Joint Venture between OPGC and Odisha Hydro Power Corporation (OHPC) as per the provisions of the Coal Mines (Special Provisions) Second Ordinance promulgated on 26th December, 2014. The JVC has sought allotment of the Manoharpur and Dipside Manoharpur coal blocks to meet the fuel requirement of expansion power project of OPGC. The expansion power plant is designed based on the quality and specification of coal of Manoharpur coal block and hence is fully dependent on the said captive blocks, to be allocated by MoC, for its fuel security. 2. Mitigation of near term Fuel Security related to the Expansion power project by sanction of Coal linkage to OPGC To address the requirement of coal during start up and subsequent power production till the Captive coal blocks are operational, grant of tapered coal linkage from Ministry of Coal, GoI, is essential. The EPC contracts awarded have also envisaged Liquidated damages for Owner failing to provide coal to the EPC Contractors for commissioning and causing delays to the project. Hence the timely sanction of coal linkage is required to carry on the construction of power plant. 3. Mitigation of Fuel Security related to the Expansion power project by sanction of permanent Coal linkage to OPGC in the unfortunate event that Manoharpur and Dipside Manoharpur coal blocks are not allotted to OCPL In the event that OCPL does not get the Manoharpur and Dipside Manoharpur coal blocks allotted in its favour or taking into account that OCPL not allotted any other coal blocks and the fact that OPGC is not being considered eligible for seeking allotment on its own, MOC may sanction long term coal linkage to OPGC. 1000
